Today the President of Georgia, Mr. Mikheil Saakashvili, according to the Constitution and the Rules of Procedure of Parliament, made the annual report on the current situation in the country for the sixth times.
Today David Darchiashvili, the Chairman of the Committee on European Integration met with the students of Ilia State University; also with the attendants of the Summer School from Poland, France and other European countries.
The Chairman of the Committee on Human Rights and Civil Integration, Gia Arsenishvili and the Member of the Parliament, Guram Kakalashvili took part in the work of the second Georgian-Polish Conference held in Lagodekhi on 14 August.
For the purpose to implement the legislative initiative by up to 30 000 electors, the Committee considered the application, submitted for registration by the initiative group and approved the registration of the group.
The Chairman of the Committee on Human Rights and Civil Integration, Gia Arsenishvili held the working meeting with the first Deputy-Minister of Justice, Tina Burjaliani. At the meeting, the recently ongoing legal reforms and the legislative initiatives were discussed, adoption of which will improve protection of human rights. As Gia Arsenishvili stated, the Committee will cooperate with the Ministry of Justice and according to his information, the joint, extended conference is as well possible to be held in September.
With the third hearing the Committee considered the changes to the draft law "On Civil Service”, according to which the reserve of the civil servants is abolished except the conditions directly considered by law. Along with it, the period of being in the reserve will be considered as working record in case it is envisaged by the legislative act.
At the joint sitting of the Committee on Foreign Relations and the Committee on European Integration "The Financial Agreement between Georgia and IFAD” was considered.
At today’s sitting of the Committee on Sector Economy and Economic Policy the draft law "On State Property” and the subsequent draft laws were considered.
Natia Mikeladze, the Deputy Finance Minister introduced the Agreement, signed on 8 July 2010 between Georgia and IFAD regarding "the Project of Developing Agriculture” to the Sitting of the Committee on Agrarian Issues for the ratification.
The fee on the gambling business will be increased twice, consequently, the revenues of the budget will be increased, and the imposition of the fee will be the prerogative of the self governance unit. The corresponding issue was discussed at today’s sitting of the Committee on Finance and budget, where the draft law "On Changes to "Georgian Law on Fees for Gambling Business” was considered with the second hearing.
The Committee on Procedural Issues and Rules considered with the second reading, by articles, the Draft Law "On Changes to the Law On Public Service”, according to which the reserve of the public service, on the basis of the special legislation, shall be established by the structures solely (Ministry of Foreign Affairs, Courts), for which, reasoning from the specific of the service, reserve is the important part of the personnel policy. In other events the reserve of the employees shall be abolished.
The initiator of the Draft Law on "Tax Code of Georgia”, the Government of Georgia took the remarks of the Members of the Parliament in account, expressed upon consideration of the Draft Law with the first reading and submitted the document with the second reading to the Committee on Budget and Finance.
The gambling business fee rate shall be increased. The matter is on the upper and lower limit, which shall be increased 2,5 times. Reasoning from the above-mentioned, the changes shall to be introduced to the Law "On Gambling Business Fees”.
The main topics of the meeting of Vakhtang Balavadze, the Chairman of the Committee on Local Self Government and Mountainous Regions with Michael Jensen and Castiot Islam, the Rapporteurs of PACE Monitoring Committee were the reforms implemented in the sphere of decentralization and Local Self Governance in Georgia.
After the completion of the repair works of Ivane Javakhishvili Tbilisi State University Vazha Pshavela Memorial Cabinet will be opened.
The upper and lower limits for the fees on gambling business will increase 2.5 times. Particularly, the rates on the fees on every ticket office of the totalizator, lotto, bingo that currently constitute 1500-3000 GEL, will respectively increase to 3750-7500 GEL. This is envisaged by the draft law "On Changes to Georgian Law "On Fees on Gambling Business”, which was considered by the Committee on Finance and Budget at todays sitting with the first hearing.
